Is this because of 9/11? What if I wanted to purchase the bills but don't want my social ran because I am trying to purchase a house?

No, it is because of taxes on the interest so they can send you a 1099-int for your tax preparation.

Tax reasons.

Having your ss number on a t-bill won't cause problems with buying a house. It's your credit rating that affects your home purchase, or getting a loan for any reason.

It's part of the patriot act. It is supposed to identify the purchaser of financial instruments. Why are you worried about having Your social disclosed? They don't do credit checks so it shouldn't matter
