because you are already aware of where you are going to touch yourself, and you can dictate the presuure you lay on yourself, but with other people you never know where they will touch you, and you don't know how doft or hard they will tickle you,

I can tickle my feet a little bit but it's nowhere near as bad as when someone else does it. It just feels a little uncomfortable. I guess tickling is about not knowing where the person is going to touch next. If you are doing it yourself, you are prepared and it's not so shocking.

Cuz when someone else tickles you, you are taken by surprise.. thats why you get a tickling feeling

Tickling response is fear based. The more fearful you are, the more ticklish you are. Most people are not afraid of themselves so there is no reaction when they try to tickle themselves.

You can't do it because you nervous system knows what you are doing to yourself and it knows not to respond to your action. However, when someone else tickles you than you know that it's not your action that you nervous system is responding to.
