Yep, it's more jumping than flying, but it's because of many things....
Mullet are a prey item, everything in the water chases them. They'll jump to avoid predators. Also, mullet can breate air, and I've read that supposedly in oxygen-depleted water, jumping brings more air across the gills than regular breathing. My main theory, though.... mullet spend their entire lives running from other fish, dolphins, osprey, herons, egrets, you name it... after a while, that little fish brain goes haywire, and the jumping fits... you know the ones, 5-10 jumps for apparently no reason.... that's just a nervous breakdown.

The fish just jump and sometimes people with mullets launch their motorcycles from ramps, but neither one actually flies. I think that no matter how you look at it, mullets just jump.
