Invite her to become a Block Captain at the next Neighborhood Watch Meeting. If you don't have Neighborhood Watch on your street, then call you local Police or Sheriff's Department & they will be glad to assist you in getting one started. It's a great way to meet ALL of your neighbors & start the communication process. Maybe this woman just wants to be a good neighbor & keep things in good working order. She could have some fears & having some communication from others might be a good thing for all of you! Call & schedule a block meeting of Neighborhood Watch ASAP! Good Luck. It WILL help. Assuming that she's calling the police on your neighbors, and you are included in those reports, I might suggest a visit with the neighbors to her house to talk peaceably to determine why the hostilities towards you and the neighbors.
I'm sure the police are familiar with the complainant as well.
If it gets to a point where the complaints are frivolous, I'm sure the officers will let her know!

Confront her, walk up to the house and tell her that her neighbors are going to start a neighborhood watch and ask her if she wants to join. This will put pressure on her. Like most conservatives if they meet and talk to the people they are attacking they are less likely to attack.

I call every chance I get...especially on the HUD and Section 8 people that party nonstop while I work full time and go to school full time....(I just moved from a complex into a house...so I am sure they are glad that I am gone )
I hope that they eventually lose their housing...
Maybe you should stop being inconsiderate and quit giving her reasons to call!

Take her to court for harrasment and have a restraining order placed on her. Keeps these amatuer detectives in check.

Maybe everybody aught to observe all applicable city ordinances, and state and federal laws. Or you could try introducing yourselves to her, and getting to know her, instead of whining about her on YA. Maybe she is lonely, or afraid of you.
