Two things here.
First - all those intending to immigrate must take and pass the test.

Second - your husband, from the sound of things, is NOT a Canadian citizen. If this is the case, he CANNOT sponsor your entry.

In order to sponsor you, your husband has to be a Permanent Resident of Canada or a Citizen of Canada. You say he has a work permit, but that is not indicative of whether he had Permanent Resident Status or not.

If he does have PR status, then he may sponsor you, according to the rules set forth in Canada Immigration. I would strongly recommend in your situation contacting your local Canadian consulate in person or by telephone to make sure you get the accurate information that you need.

Skilled workers are required to state their language proficiency when applying to come to Canada.

I am not sure if you would be required to pass a test or not, but I would assume you would if you plan to work here in Canada. To confirm if EVERYONE coming to Canada must take a language proficiency test, I would contact your local Canadian embassy or consulate.

To prove your proficiency, it is recommended that you make arrangements for testing by an approved organization.

Canada accepts the following tests:

1) IELTS General Training Test
2) Canadian English Language Proficiency Index Program (CELPIP)
3) Test d'evaluation de francais (TEF) if you plan to claim your first official language is French for work in Quebec, Manitoba, and parts of the Maritimes.

Check out the website listed below for more info from the Canadian Government on the language tests to determine which ones are approved.
