Have you gone into any store and asked about buying a cell phone and a pay-as-you-go plan, a pre-pay minutes plan, or other deposit type plan. Depending on what the cellular provider is willing to do, you may have a start to building your personal credit, IF you are responsible about keeping up with the phone bills.

If you are 17 and you can't convince her at this point you probably can't. The fact that your friends don't call you on the house phone probably does not help. If your friends called, identified themselves and were polite she would feel more comfortable about the cell thing. Plus she would tire of you hogging the line.
Some will say just get your own or that you will be 18 soon. But either way a regular cell requires credit to get an account. So you should get one of those pay as you go one's..... and they do have nice one's. After a while once she sees that you are not on it all of the time or that she has to pry you off it she may help you get a normal one.

I got a cell phone in middle school!Anyway,just tell her because of work and school,you might need to call her in case of emergencies.What if something happened and you needed to call her and there wasn't a phone anywhere?Just try to make her understand that you need(and want)one.Hopefully,she will listen.But if you just go out and buy a pre-paid one she probably will be angry and hardly trust you when she says no.

If you drive a car tell you need it for saftey reason's
say if you brake down or run out of gas or even get into a wreck so you can call for help.
also tell her if you get a cell phone your friends will call you on it and not tie up the house phone and she can reach you at anytime or anywhere so she can always get intouch with you!!!

If you really want one, you could buy a prepaid phone at walmart and pay yourself as you go.
Or if she will go for it tell your mom that on your way to work and school if your car breaks down or you have a wreck you wont have anyway of telling anybody without a phone.

The best arguement is to tell her it is for your safety. All parents wasnt their children safe. So if you get lost, or are in an accident, or the car breaks down, or if you are going to miss your cerfew, you can call so she doesn't worry about you and knows you are safe.
Besides, if you are working and you will pay for it by yourself, it's your money and you should be able to spend it the way you want. Good luck with it.

find out what company your friends mostly have and go buy one of their prepaid phones- they often have free mobile to mobile minutes within their company
you do not need ur moms consent for this and you can pay for it yourself since you have a job
