Writing help!!!?

I'm writing a story and i need a U.S. government conspiracy. It has to do with the government holding something ransom for money to pay off the debts it owes to other countries. But i don't know what i can do. it can be made up or a real one. i don't care which. please help! Grazie mille.

There have been a number of conspiracies that the USA government has been accused of by one person or one country or another for years. The Cure of AIDS and the crisis in Africa is one; the Drug Trade and the drug-lords in places like Columbia; Nuclear power and the over-use of fossil fuels in emerging countries; food and food production, where the USA can produce two to three times as much food as we use, but people are starving to death in other countries (what if they had a famine there, and we used food as money?).

By the way, be careful because the US Government does not owe huge amounts of money to foreign countries. Most of the debt that the US owes is to itself. Did you know that every time you buy or receive a savings bond, that is in fact, your loaning money to the government? Absolutely true. So if you have a few of those tucked away someplace, the government is in debt to you, not to a foreign government.
