You can create and host your own website from your own computer. Give Microsofts Frontpage or Macromedia Dreamweaver a go. Then to host it, google 'iis' (Internet Information Services - a powerful web server built into XP Pro). You can get IIS on xp home but its harder to get up and running.

try using Microsoft Office live. where u can get your own ".com" domain for free, but u should give ur credit card for age verification ( trust me they will only check age ).
for free account they wount give u chance of directly coding but u can use their own templetes.
if u need coding and dont care about domain
go to sites like www.bravehost.com or www.bravenet.com.
