Probably, and from what I've heard it is completely hypocritical - they are "playing" to the religious right to get their votes, and couldn't really care less about what they really think. I also think it is illegal, and unconstitutional, and will probably end after a Supreme Court challenge gets to hear a case about its constitutionality. To those who woulld argue that it blocks funding I say nonsense - the funds can be release to non-religious organizations just as easily as religious ones. And if I start a Satanic church, can I get funding to feed the hungry? Are any Muslim organizations getting any funding? Buddhists? I doubt it - this is a blatant attempt at controlling money to get more political power for the right, and it is immoral. The funds should go to those who need it regardless of religious affiliation. Anything less is a form of religious discrimination.
