You're contradicting yourself when you ask that kind of question, but place restrictive parameters on the question.
Both Rock and Country have very heartfelt and timelessly enduring love ballads that overall set a standard in ballad writing for all genres of music. Pop, R&B, Soul, Jazz, Fusion, and yes (sigh!) even hip hop contribute generously as well.
Outside of Rock or country,
just about any Sade', Anita Baker, Roberta Flack, Kenny G, and Michael Bolton has gotta make the list.
