here's my advice, you only get ONE chance to make a first impression, I know it sounds cheesy (like a shampoo comercial) but it's true, you are better off coming in over dressed and scaling down later if that fits the work environment..
Alsdo there have been studies that the better you dress is directly correlated with recieving a higher starting salary..
None of us want to be judged but people do it.. unfortunately...

So i would say Suit, slacks, tie (and no cartoon like ties either) shave, shiny dress shoes and a new haircut always helps..

Being prepared always looks good too... Bring at least a folder with some materials, resumes, references, pens, writing pads bring a briefcase would be ideal.

Management?

Man: Suit and Tie. matching shoes, get a hair cut or a good style. Shave.

Women: Suit and hose. nice, sensible heels, nothing to high.

You want to dress as your best, regardless of what you feel the dress code in the office may be. Remember: Dress to impress.
