In the old days, before 1800 and Eli Whitney's greatest invention (no not the cotton gin), interchangeable parts, the blacksmith was called upon to hand craft the lock and the barrel (not the stock, which is made of wood). Today it would take a blacksmith who was familiar with antique restorations and you can find one either in your local telephone book or by visiting a local antique dealer who will refer you.

Technically it's the gunsmith who makes the gun, this gunsmith must know blacksmithing skills in order to build the barrel and necessary firing mechanisms. A blacksmith can build almost anything, if a part is broken a blacksmith can build that piece from measurments, feel, size, etc check out this website, it should help a lot.

If it was a matchlock gun than many blacksmiths could build and repair barrals, although I'm not sure about the lock mechanism.
