As for the puppies, that is news to me, but people in general hurt other people or animals, to strike out emotionally against those that hurt them in the past. Most things in life that stand out as evil or harming the innocent revolves around an agenda or a following out of fear. In feeling control or the power over other humans or animals. Some people get confused emotionally and feel stress release when killing or controlling a situation over others.These types are called in general, a controlling personality trait or inner conflict.
Imagine meat packers that slaughter tons of animals each hour for a living/income.

Humans are capable of great evil and cruelty. I work in animal rescue and I see heartbreaking abuse of animals all the time. I do believe that in extreme cases, people who kill or abuse other living creatures were in most cases the product of abuse and dysfunctional upbringings themselves. The problems tend to perpetuate through the generations in some families.

The judgement of God is sometimes slow. but when it grinds fine like sand. What goes around comes around. What seeds you sow you reap. People that are mean and heartless will someday need mercy too and know how that feels for there will be no mercy for them. Love begats love. Practice random acts of kindness and senseless acts of beauty to counteract hate annd hurt. It makes you feel good. to love.!

Some people are just crazy like that and have almost no control of what they are doing. Someody mightve actually paid them to do that. Or it could be revenge for humans.

Because some homosapiens are born without sensitivity to cruelty. I'm not saying they are sociopaths or psychopaths, but I am certainly implying so. @8-]
