Whoa! Don't put the cart before the horse. You definately need some knowledge first. You can easily get plenty of books at your library. They won't be hard to read or figure out.

As for your website, you can find plenty of website hosts all over the internet. Some will be free, but they will require you put their name in your web adress (for example, www.theirnamehere.com/yournamehere)
But others don't require it, and they will simply put their name in a small font somewhere on your site. You'll have to pay a yearly rate, though. But it's usually not expensive.

www.geocities.com is a free hosting site. Its pretty decent and it has templates for extremely easy setup as long as you don't mind your page looking more or less like everyone else who used the same template.

If your looking to get more serious, checkout Front Page by microsoft or even better Dreamweaver. These are fairly expensive web development programs so don't buy them unless you are really serious about doing some web design.

It depends on what your site is for: Business sites should never look cheap and homemade. Personal sites are a reflection of who you are.

There are free WYSIWYG editors that you might be interested in. I'm suggesting an HTML editor like AlleyCode:
http://www.alleycode.com/ and a simple domain name with a hosting account that supports what you want to do with your site.

http://www.geocities.com is a good place to start and to learn.

After that, you might want to get a little more advanced with an inexpensive real host, with more robust capabilities:

A good place for tutorials is here:
