How big is the shaft part? I would find a high speed drill bit the same size or slightly larger than the shaft size of the rivet. (Don't buy a cheap bit, as rivets are often pretty hard metal). Drill in the exact center of the head of the rivet. when the bit gets to the shaft, the head will pop off, and the rest of the rivet can be pushed through, or pulled out from the other side (if accessible).

You remove rivets with the correct size drill bit. Choose a drill bit about 1/2 the thickeness of the rivet. Increase size of the bit till rivet falls out.

If it's a small rivet you can drill the head off and use a punch to remove it. You can also grind the head using a grinder. If it's a big rivet then you will need a torch to burn the head off and burn the rivet out.

Drill it enough to eat away the head of the rivet, take a flat-head screw driver and it should come out without much trouble.
To put it back, depending on what you're riveting, they make a pop rivet type gun or pliers.

All you have to do is check the rivet size and use a metal drill slightly smaller than it and drill until the head of the rivot disappears. Then knock the old one out with a hammer using a punch or old nail

You didn't mention where the rivet is attached. You have 2 choices. Drill it out or hammer it in the wall.

with difficulty...
alternatively you could get a gas axe (oxyacetaline cutting torch) on it, burn that bugger out... that's quite easy...
or you could drill it...
if you have an angle grinder you could grind the rivet head off, and hammer out the core...
jamand: that will only work if the rivet is around 5mm... what if it's a construction rivet? those buggers are about 60mm... I've even seen 250mm rivets in shipbuilding... gas axe is the smallest piece of equipment that'll get those big boys out... and that's by cutting through the steel around them...

Grind , or file down the "head"---then tap it out using a punch and small hammer, or you can use a nail also as a punch.
