This is a normal part of growing up. Your parents are telling you the truth; it is hormonal. Right now, your body is adjusting to the new male hormone, testosterone, being released into it. Your voice cracking is a normal part of going through puberty.
It will settle down; just be patient with yourself. All guys experience this.

I have to admit - my voice breaking was pretty much a overnight thing - happened about 14, anyway in my opinion i bet its hormonal, and your just developing at a later stage in your life - which is fine, everyone is different mate and develop at different times - Its very normal whats going on, and im sure very soon your voice will be consistant

What you are experiencing is probably completely normal. If you are 17 years old you are probably experiencing the hormonal changes associated with being that age. Wait, and it will probably go away. I'm 52 years old, and sometimes under stress it happens to me. As long as it isn't a health issue (which it probably isn't) your best bet is to relax, because it sounds like part of your problem is that you are worrying about it too much.

going by your display name, are you a guy or girl?

if you're a guy, i'd say you're developing late! as well as you being a girl. it's better discribable if you were a girl. menstration can do alot to the body. it sound's to me that it's hormones.
