A spaniel. Appears lovable but is in fact pathetic and spineless.

Both played second fiddle to the United States at some point in their career. People seem to forget this.
Once Montgomery has blown Operation Market-Garden Churchill has expended all of his remaining political capital. Eisenhower and Roosevelt ran the war effort in the West from then on.
Blair is no different. While I wouldn't fathom comparing the strength of character between the two I would suggest to you that the path treaded by Britain - stuck between the EU and the USA has not been an incorrect one.
Our economy is strong, our currency is strong and Brits are emigrating to sun filled locations abroad not because of lack of money but because we have it.
I suspect that Cameron won't change the relationship between the USA and the UK or the relationship between the UK and EU. So by your logic:
Churchill (after 43'), Blair and Cameron all = Bulldogs on a bit of a leash.

Definitely not a mutt. He seems posh enough to be borderline inbred, like a pug or greyhound or something.
