One of the reasons, I think, is that happiness is highly abstract, elusive and relative. I mean we can't find happiness in any concrete form, that is, we can find only its representative things, beings or phenomena in nature or by production. Thus, the pursuit you mentioned is definitely difficult since, philosophically speaking, happiness can be attained by means of practical meditation or religious practice for the mind control. Moreover, an English proverb says, "All happiness is in the mind". Therefore, the heart of the matter is the mind itself.

It's only difficult when you seek it out in the wrong places. You know what makes you happy, truly happy. If you try and force happiness on yourself, it only turns to furstration, which leads to anger, which leads to bad feelings and actions. Sometimes you just have to chill and relax and let happiness come to you, don't try so hard to find it, it's not hiding from you. Sometimes it's hardest to see what is right in front of you. Peace out and rise up!
