A phrase is a group of words with no subject, no verb abd no complete idea. There are many different kinds of phrases: prepositional, participial, noun, verb, adjective, adverb, etc.

Example: "in the office"

Phrases are often used conversatioanlly, usually in response to questions

Example: Q: Where's Mr. Smith? A: In the office.

but, except when writing dialogue, should not be used in writing.
