different kinds of emulators can only play specific types of roms.

in a gameboy emulator, you can only play gameboy roms.
likewise, you can only play a playstation rom on a playstation emulator.

you must know what kind of emulator you are playing, so you'll download the roms that you can play.
(you cannot play "castlevania: symphony of the night" rom on a gameboy emulator because it's a playstation rom)

in the case of that harvest moon rom...
if you can't play it with your current emulators, delete it or download an emulator that can read the rom.

All copies of games that exist on PC but belong on a counsel are called Roms. So yes, a PS gaem file on a computer that can be played by an emulator is also a Rom.

They are called roms because in the original cartridge systems the game was on a rom chip (or read only memory). People would open the catridge and copy the data on the chip into a file on their computer (originally for back-up purposes) and they called those roms too.

An emulator can play most games for the same platform, and only that platform. (If the Harvest Moon is also a GBA game that it will play fine, it just has a differnet extension. If it is Harvest Moon for another counsel you need a emulator of that counsel to paly.
