I don't think tea bags will help the bags under eyes lol I think it will stain them ya... but what always worked for me is splashing my face 50 times with warm water and then 50 times with cold, it wakes you up if youre tired and it removes the puffiness of bags under the eyes.

I have the same problem due to insomnia (which would explain why I'm answering this at 4:40am lol). I haven't tried tea bags but cucumber slices and that worked for me. Also I've tried Clinique's All About Eyes and that worked wonderfully.

although tea bags & cucumber are considered to be the best for your eyes, we ignore one thing that is the fact that they make the eyes dry
if the area round ur eyes is dry it's more prone to crows feet & wrinkles
so the best thing is cotton dipped in chilled milk , just put milk in the freezer for a while, dip cotton into it & put it over ur eyes several times
the chilling effect is there plus milk won't make ur skin dry at all!!

but for undereye circle.... not really...
