The Laguna has a procedure for entering a code to disarm the immobiliser, using the button on the end of the wiper stalk and the accelerator pedal. The code should be on a card in the pack with your owner's manual (or your local Renault dealer should be able to provide it given proof of ownership, but may charge a fee), and the procedure will be in the manual.
The higher-spec models talk you through the procedure.

A good comprehensive answer has already been given.If the key is chiped and the imobilizer (Ign Inhibiter) is preventing starting because it it is not within the required proximity of the transponder, try having a standard key cut for say £1.99 hold the old key by the steering lock and see if it starts with the new key, if it does remove the cowling and tape the old key to the steering column or lock and use it like this. it may work it may not all depends on the setup. but worth a try. ADDED I have recently seen a advert for reprogramable car alarm remotes I;e Maplins, RS Supplies, cannot recall where at the moment.

It will be the immobaliser, you could try disconnecting the battery, putting a new one on and hope it resets, but i reckon you'll have to buy a new key...
