for an internet connection, is this possible? because i have just moved and ive been told that the building is not cable ready is there any possible way to make it ready?

unfortunately no there isn't.
I live in a new build house and i was hoping for cable TV/phone/Internet but was told the company will not be installing cables in my area for at least another 2 years

Phone the cable ISP and ask them directly, they will try to figure out what is available to do, after all you are asking them if you can be their customer. I think the first thing they will mention is drilling a hole to run a cable through.

If your renting you better ask your land lord before drilling holes in walls.
