Seems like that would be the hands-down choice.

No offense, but it didn't get nominated because it wasn't one of the five best pictures of that year. I like it too, but there were plenty of other films that year that were better. It also didn't have enough "importance" to really grab the attention of the Oscar voters...they like to vote for something that makes them appear intelligent and socially concerned.

I would guess you mean nominated for mainstream American Awards, as it was nominated for 7 awards and won 1; "The Golden Aries" award for best foreign film by Russian Guild of Film Critics.

It was not nominated for mainstream American Awards because it was not a mainstream American type of film. It had, odd, colorful characters and quirky, off-beat plot without without any clear, deep meaning. Was not embraced by mainstream America but did develop a good cult following.
