Does a publication have to be government approved to be issue to the public by govt. bodies ie. women's clinic

I am writing a short publication about ante natal depression and an area I would like to target includes the womens clinics and ante natal classes in public and private hospitals, for them to issue to pregnant women. I'm not sure who I can contact to find out about aprovals or accreditation, by govt or health industry, before I spend money on marketing my product
