There are two types of figures where the head moves around somewhat freely from the body mechanically:

“nodder” ... a little sculpture with the head (or possibly another part) free to move around at the end of a simple vertical coil spring

bobble (or bobblehead)...these have a bit more complicated lever-type mechanism
...this type has the head on the end of a horizontal mechanism so the head facing forward from the body, where a nodder's head is on the end of a vertical spring and sits on top of a body

If you want more info on both types, as well as lessons, etc., check out this page at my site:

(... click on the subcategory called NODDERS & BOBBLEHEADS, under the "Sculpting" category...)

I've seen older ones where the neck has a collar with a lip, and the head has a small hook at the bottom of the neck, and hangs on the lip of the collar. On those, the head doesn't sit rght on top, so the doll has to be made in a sitting position. http://www.shrunkenheads.com/shop/item.asp?itemid=206
