orignal value = 25
final value = 20
this means that there is a decrease of 5 (from 25 to 20);
the percent decrease in % = amount of decrease/original value then multiply by 100%, = (5/25) * 100% = 20%;

you must take note however that the increase from 20 to 25 is not the same or 20%, because the base is always the original value, hence, % increase = (5/20)*100% = 25%
