Are workplaces required to provide a source of water or other drink for hydration free of charge, and does a sink count?

It depends entirely on state law. If you have a really hard job with no obvious way of hydrating yourself (eg desert inspector in New Mexico) you could probably sue if they REFUSED to provide you with water.

Why wouldn't a sink count? You can get water from the sink can't you? Bottled water is nothing more than city water anyway.

In Phoenix, Arizona every business has to provide water to ANYONE, even people who walk in off the street, regardless of what kind of business it is. The rest of the country, no not at all!

Yes water needs to be available to workers either a fountain or bottled water normally outside of rest areas.

I think it depends on where you are in the country. For example I live in Ga, so they probably wouldn't have to here, but if you were in Az the might because it's hotter and dryer there.

I think you can find your answer thru OSHA.They set the laws for the work place here in the USA.
