I would find someone who can pet-sit this for you until you can offer the right care.

Your situation is sad, but this poor baby needs a little more help to be happy and healthy.

For example:
-10 gallon tank at a minimum
- water temps of 75-80F
- basknig site heated to 90F
- good water filter, these can cost $75+ by themselves!
- good lighting

I understand that things are tough for you right now, but there are other pets that might be better options at this time.

Buy a tank thermometer and keep it above 65 degrees. You'll also have to keep it out of the wind. A garage would work.

A infared bulb (100 watts) and a clip on lamp would work best for heat. The red bulb will not disturb your turtle's sleep and will still keep it warm.

I live in Sacramento and can tell you that it's too cold for a tiny baby turtle outside.
Even with a heater.
It's too cold for the heater to work right.
Please give it away. The SPCA and animal control will take it.
Wait until you have more money.
Becides, in a few months he will out grow that tank and you will have to buy another one.
Where will you get the money for that.

plug the heater in?
put a light under or to the side of the tank. keep it over a foot away or more.
test how warm the tank is.
cold move it a little closer.
get a new heater and test it before you buy it.
this will work till you have proper heat lamps

Try to put it inside the house !! you must think about it !
Turtles get pneumonia when it is cold. Try to give it to another person if you cannot give it all it need !
Turtles need calcium, vitamin A, etc...
Please do not give it alone ! It need you now !
Good luck !

depends on the temp of the outside. but if it gets too cold for too long then yes it will get sick and possibally die.
