No it's not. Neon is an inert (or noble, if you want to call it that way) gas. It will not react with anything, and since flammable means that it's "burnable" and burning (combustion) is a chemical reaction, no it can not burn, thus is not flammable. This goes the same for Helium, Argon, Radon, Xenon, Krypton, and Ununoctium.

No; it's a noble (inert) gas, which means it's very hard to get it to react with anything at all. So in particular it doesn't burn.
