any tampering with mail is a federal offence, the actual punishment is decided on a case by case basis. you have no priors that's good but it was narcotics, that's bad. What kind and why'd you do it? is what the judge will want to know. I doubt you have any valid reasons, and your age is important.
In court looks and first impressions go a long long way. Look as preppy and professional as you possibly can, trust your mothers judgement on the clothes. Be courtious and kind to anyone near the court house, speak in a proper manner, no slang!, I literally bow ever so slightly.

The theft of anything from the mail is a federal ofense, and the post office has their own police force. It would be severe.

Are they illegal narcotics? Go and report it to the Police. I'm pretty sure they'll give you an answer.
