Of course the Congress makes the law(s) and the President signs (or vetos) them.
That aside, these are things I would try to get accomplished:
1. I'd eliminate income tax and the IRS. In its place, a national sales tax set at a limit only to be exceeded by a majority vote of the people. The only exemptions from the tax would be (a) your primary residence and all repairs and ugrades to it (b) all medical and health care costs and related costs (insurance, medicine, doctors, hospitals, aspirin, etc), (3) all food items, (4) 25k or whatever on one auto per year - adjusted annually.
Businesses and individuals would pay the tax. No exceptions.
This would go a long way in eliminating a HUGE "underground" economy (people dealing in cash only to avoid taxes). We would see an influx in revenue, not a decrease. The tax is as fair as you'll ever see. Rich people buy things because they can. Poor people would not pay taxes on basic needs. When we are doing well (spending money) the government will do well. When things are tight, the government would have to tighten up their spending. Eliminating the IRS would save billions (that's billions) in tax revenue. The feds wouldn't have to audit since the states (all but 5) already have state sales tax and have their own auditors. The feds would simply pay a small amount to the states to check their receipts and to send them their share.
2. Coupled with #1, a strick balanced budget amendment that could only be exceeded by a 2/3 majority in both Houses of Congress and a Presidential sign off and then for one year only.
3. I would separate Homeland Security and Fema
4. I would down size the Treasury
5. I would eliminate the US Dept of Ed and return public education to the local school districts and states, but I would also institute a voucher plan where every parent of every child would be able to enroll that child in the school of their choosing. Caveat: a school would have the authority (and right) to refuse continued admission to a student for unruly conduct. The voucher would return to the parent.
6. I would re-assert the right of every American, except convicted felons, to carry a firearm if they chose to do so.
7.I would find a way to guarantee health care to every American citizen willing to work or in some way to contribute to the betterment of our society and culture (including the critical work of staying at home to raise children properly). All children would be automatically covered.
8.The men and women in uniform would be paid very well, but much would be expected.
9. I would reinvest our tax dollars in rebuilding our own infrastructure (bridges, transportation, technology, etc)

1. Ban the lobbyist industry in government completely and thoroughly.
2. Force congress to address domestic issues other than national security. It's important, but if it consumes all of our attention and resources all we'll achieve is to become the most well defended third-rate country in the world.
3. TAX-TAX-TAX. I know most Americans have a phobia of taxes, however with that attitude comes the fact that our road conditions, social network, infrastructure, etc. are lagging drastically behind most other industrialized countries and even some not-so-industrialized ones. For such a wealthy country, this is absolutely unacceptable.
That would be just the beginning if I were elected.

The senate would spend 3 weeks every quarter in seclusion. No TV, reporters,
2 to a room, meals together, and work for the good of the country, not the nextelection.

This would be a dream come true for me,because I'd change the JUDICIAL SYSTEM and try in some miraculous way make it fair for every one I beleive its the biggest joke,especially lawyers I know for a fact how they scam poor people,but how do you take them to court? Why can't you say a word in front of a judge in court you have to be afraid .I could go on but this would be my conquest.
