Anytime you see a blackout date it is going to be pretty busy. Holiday seasons and things like this are usually included. Since most people take full advantage of annual passes averaging the cost of the park visit way down, the parks have to be able to make more money ;-) So basically, they look to see what times of the year are the busiest and the most people are traveling. Since AP holders tend to be residents, they are able to go more often, whereas people that are paying full price for the tickets may only have that particular time to go and things like that.
Since many parks will close during holidays because they are filled to capacity, the parks try to accomodate full paying guests more than AP holders.
The best thing to do is look at your blackout dates and try to avoid the parks during those dates. It will be busy and very crowded, not always making for the perfect day.
Spring break is over a months time frame. Different schools around the country/world have break at different times so it can be busy from about the 2nd week of March through the 2nd week or so of April. Since you now also have a holiday with this weekend, it is usually even busier.

That is correct. And as delight0211 said your friend could have bought the more expensive of the annual passes where she wouldn't have any block out dates but she went with the cheaper seasonal one instead.
Spring break has started throughout the country now and Easter is this Sunday (April 8) so this week is going to be busy as anything at the theme parks (just a heads up) and in Orlando in general.

Right-the theme parks do studies on what times of the year are their busiest- meaning they're getting more actual paying customers- so they black out those days from season passholders. Of course, they do sell passes that have no black out days but they usually cost more.

Disney World does this also for the Florida resident "seasonal" pass.I see blackout dates as a benefit because they tell you in advance when to avoid them at all costs.Disney bends the rules because they sent me a postcard once saying the blackout was lifted one month early.Brazillians on quinceanera visit Orlando and when their currency was weak they dissappeared.Now that their currency is strong they are back.
