Cloudy eyes can be cause by several different things and that means several different treatments. Here's the info I need to be able to help you. It the cloudiness inside the fish's eyes or does it look more like it's a film over them? Is it both eyes or only one? Is it more than one fish in the tank or just one that has cloudy eyes? If the cloudiness looks like it's on the outside of the eye, like a milky coating, does it go out onto the fish or just the eye itself? Please post this info as additional information and I'll check back in a little bit and edit my answer with some suggestions.

EDIT: After seeing additional information that says it's a milky film on the outside of the eye and some fin damage as well.

That has all the signs of a bacterial infection. Watch closely though, if it gets on the body it may be a parasite. I would recommend you treat them with a good antibiotic. Maracyn 2 would be my personal choice for this particular problem although Kanamycin Sulfate, Gentamycin Sulfate or TMP Sulfa would also be good choices. I would suggest treating them in a hospital tank as any of those will kill the bacterial cycle of the tank. Also no carbon in the filter as that will remove the medication. Treat at the levels the box suggests for 10 days or 3 days after you see the last signs of the infection, which ever is longer. If it seems to go away after only 2 days, still treat for 10.
