since my roommmate (he wasn't home at the time) said it's city property he said he shouldn't have touched it .What do I do?The neighbors are usually sane but I'm a liitle weary now

Thats a pretty serious charge ! I suppose that you personally witnessed it ? If not, you may be setting yourself up for a lawsuit if they hear of you spreading these types of rumors ?

Your roommate is right.

Call the City to request a new bucket and tell them exactly what happened with the old one.

Let the City handle it from there.

That is really weird. Did you see him/her do it? Do you know it wasn't an accident? If they did it on purpose, I would try to steer clear of them and not give them anything or any reason to be concerned with you, including leaving things outside very long.

Where was the bucket? Did you just happen to leave it out in the street for say..hmmm.... like a week?
