Irony. Fat Chance is (always) said sarcastically, meaning it carries the opposite connotation. Slim Chance on the other hand means what it means.

Because 'fat chance' is spoken sarcastically, meaning 'yes, sure, there's a fat chance!', while 'slim chance' means exactly that.
