No. They will let you order the bulbs and then they will ship it to your home. That is what most of the shops will do. I am not positive though. This is what happened to me when I went to the Keukenhof Flower Gardens in Lisse, Holland.

It's PERFECTLY LEGAL to bring Dutch tulips back home but that will depend solely upon where you buy them.
I suggest you buy them prior to departure to the US, at the Schiphol airport of Amsterdam, after you have checked-in and completed your immigration formalities.
The duty free shops at Schiphol departure sell Dutch tulips and their seeds in beautiful Delft porcelain vases and pots. Such tulips come with a certificate and declaration issued by concerned Dutch authorities to Customs in US and other countries that these plants or seeds or flowers, are allowed for export from the Netherlands, that they pose no environmental hazard and their export conforms to the Convention on International Trade in Endangered Species of Flora & Fauna (CITES).
The shop or vendor will stamp the certificate to indicate when and where the tulips were bought and in case you are asked by US Customs...all you need to do is hand them over that certificate, which is about the size of your palm and usually pasted to the tulip container. There are no more questions asked.
This certificate is issued FREE of cost but you'll have to request the shopkeeper/ salesman to provide you one, if it's not already pasted on the vase or container or packet.
I have personally taken tulips on several occasions back to the US and NEVER encountered any problem- as long as the export certificate from the Dutch government is available.

No, you can't bring them back. I went to Amsterdam last fall and I wanted to bring back some bulbs to plant. But the customs people for the USA made me throw them away. They said something about the plants could have bugs in them. You should just buy some tulips here there the same as in Holland and way cheaper to buy, and you don't have to pay any shipping and handling charges.

Well, I was in Amsterdam a few days ago and in the airport tulips were for sale at the duty free shops and it was said that they could be brought for all countries except Israel, New Zealand and Australia. So I guess US is ok. But of course, better to be sure first by asking your flight company, since you would not want to have to leave them at the airport. :-(

YES...it's ok...you just have to be sure you buy bulbs that have been certified from export. The bag that they come in will have a certificate on it usually as a seal, this prevents the bag from being opened until you get home.
I brought back bulbs for an aunt in the US. I had them in my carry on back pack the entire time and didn't run into any problems.

Yes, you can bring them back to the US. However, you never know what the customs agents are going to tell you. They can change their story daily, so best to ship them home. Actually you can't plant them until fall so no need to drag them on the plane with you.
