Personally for me, it is not. Unfortunately it's still listed as a disorder in the Diagnostic and Statistical Manual of Mental Disorders, the primary reference in psychology in the U.S.
In DSM-IIIR "Transsexualism" was a disorder classified under "Disorders usually first evident in infancy, childhood, and adolescence." DSM-IIIR also listed "Gender identity disorder, adolescence or adulthood, non-transsexual type" (GIDAANT). The 2000 edition reflects current accepted terminology, gender identity disorder (GID). It also has differential diagnosis for children and GID "not otherwise specified." The DSM also has a diagnosis of transvestic fetishism.
However, some therapists and activists are currently seeking to depathologize some or all of these categories in future revisions.

Short answer: No.
Long answer: The emotional pain that comes from physical appearance and gender expression not matching the person's gender identity is considered a mental illness. The pain is treated by having gender expression and physical appearance change to match the person's gender identity as well as helping the person gain acceptance and/or tolerance of some of the things they can't change.

Do you mean changing sex or cross dressing? Whichever, neither is a mental illness of itself. People with other mental problems might cross dress or talk about sex change operations which is why careful counselling is undertaken before gender reassignment surgery.
