I'm assuming you're using XP....

Double click the My Computer icon on the desktop and you should see an icon for the memory card in your memory card reader.
The memory card should have been assigned a hard drive letter by Windows.
You can copy the drive icon for the memory card onto the desktop if you want.

If you don't see an icon for your memory card in My Computer, then something might be wrong with the memory card reader or the memory card. Flash memory devices are automatically supported by Windows.

Memory cards and USB memory devices support Windows' AutoPlay feature. When a flash memory device like a digital camera, or USB memory stick is first inserted into a USB port, Windows will pop up a dialog box which asks you what you want to do whenever that device is plugged in. (I set my MP3 player to pop up File Explorer whenever I plug in the player.)
You can set up your memory card reader to do the same thing. Right click the icon for your memory card in My Computer and select Properties. Go into the AutoPlay tab and you can set Windows to pop up File Explorer or run a specific program.

There are only a few things that could do this.

Viruses for one but let's assume for a sec that we're good there.

Next, your Internal Card reader is hooked up via an internal USB Pinned connection to the motherboard. This is controlled by the motherboard and windows, given the circumstances.

The things to check are your USB services in windows (MSCONFIG/SERVICES tab)

Device manager for USB Hubs, Roots, or Human Interface Device problems. (Right Click MY COMPUTER and select PROPERTIES then click the HARDWARE tab and then the DEVICE MANAGER button.

Finially, Check to ensure that your USB Ports are enabled in the BIOS.

Try unplugging and reconnecting the device, if you haven't already. Many times that will fix a removable device which is not working properly. If it does it again, your memory stick may be bad.
