Why would a feeler gauge be pre-packaged in oil?

Keep it from rusting.

It keeps all the thin pieces or "feelers" from getting stuck together and rusting. It is a preservative while it is being manufactured, shipped, and waiting on the store shelf.

Yes, its normal. It keeps the seperate tabs lubricated and prevents them from getting rusty.

Yes, that is normal, so the guage dosent rust..... they rust easy.
