Well, a cylinder has 2 bases (top and bottom) and a lateral face. A cone has one base, one lateral face and a vertex.
I'd say that given the similarity in design, a funnel is most like a cone. In fact, I'm still debating in my head whether or not it is a cone. I think it is.
Edit: Okay, I got it now! A funnel, which is like a cone but has the tip cut off, really IS a cone... it's called a TRUNCATED cone.

A cylinder has 3 faces: Perimeter, top, bottom.
A cone has two faces: Perimeter, bottom.
An open funnel has 2 faces: Outer perimeter, inner perimeter.
So I would say a funnel is more a cone than a cylinder.

Technically speaking, a funnel is a truncated cone - that is -a cone with its apex intersected by a plane paralell to its base. A cylinder will have perpendicular sides.

I think it would be a cone with the top "chopped off!" So if you wanted surface area, you wouldn't count that "chopped off" part. Same with volume.
It doesn't really fit either category, but it fits the cone category best. A cylinder's base have to be congruent for it to be counted as a cylinder.
This happens with a lot of things. For example, then, what would a cup be? A ruler? A coin? You just have to classify them as best as you can.
