Can this be tested? Is there a dependent and an indepent variable?

You have to have a good definition for what you mean by "abused" and what you mean by "spouses." -- something that is definite so there is no doubt in any case whether a person has or has not been abused.

To have an independent or dependent variable you could make a hypothesis like this

"abuse of married men is not related to the length of time they have been married"

The length of time married is the independent variable, and the amount of abuse is the dependent variable. So you gather data and you would have to run a statistical analysis to show whether the amount of abuse was or was not related to the length of marriage.

A question can not really be a hypothesis... you could use something more like:

"The percentage of married men physically abused is grossly underreported."

"A significant percentage of married men are physically abused by their spouse."

"The notion that married men are not often abused by women is incorrect."
