How can I change frame sizes in DreamweaverMX 2004 after the Frameset is saved?

I created a frameset in Dreamweaver MX 2004. I have 4 frames and they are all active and can be stretched and altered in size. As soon as I save the frameset and close Dreamweaver, it seems to be locked. When I open the frameset, the frame borders are not selectable anymore. If I open the code, I can change it that way, but this is tedious. I would rather have the ability to click on the broders with my mouse and drag it to alter the frame size.

1) Open the frameset file. Open the Frames palette by selecting Window > Frames. The Frames panel will display a tiny replica of the frameset, and allows each individual frame or the entire frameset to be selected.
2) In the Frames panel, click on one of the frames in the frameset, so that the black border encircles one frame. Open the Property Inspector by selecting Window > Properties, to access the attribute settings for that frame. Verify that each frame contains the correct source page (Src) and name each frame.
3) Back in the Frames panel, click on the border that surrounds the entire frameset so that the black border encircles the entire frames diagram, selecting the frameset. Note that the Property Inspector now displays the attributes for the frameset. Make sure that the Property Inspector is completely open, by clicking on the expander arrow in the lower right hand corner. This provides access to the value and units of each column, so that the sizes can be set for the width of the frames.
