Not really. HTML and CSS are VERY good things to know but you need to know at least something like PHP and SQL (like MySQL, MSSQL, etc).
Today's web developer needs are changing as we shift into "web 2.0." Learning things like Ajax, PHP, Database languages, graphics design, and whatnot will put you into the demand curve.

Many of the sites that first came online in the early-mid 90's should be redesigned. Having the basics in HTML and CSS would be great start. Sites are being rewritten using pure CSS, to reduce load time. There's so much you can do with that language I don't see a reason to drop it!

They're out there, but they definitely don't pay much and you typically don't end up working for a great company. Now, you can easily find a better job only knowing HTML and CSS if you fib on your resume quite a bit about other skills. But you better do some research and know what you're talking about in that case.

You'll have to look. Knowing only HTML and CSS, you're probably going to have trouble creating an interactive site, but if you can find someone who is looking for a purely informative site you can probably do okay. Look here:

This is a site done by a friend of mine using only HTML and CSS.
