Vancouver is at its best during the summer months - from June to about mid September. There are far more hours of sunshine during these four months than the rest of the time of year. It's also a lot warmer, and more outdoor activities are available - golfing, beach volleyball, yachting, picnicing, hiking, roller blading, etc.

There are things to do in Vancouver all year long. There is a lot of beauty and wonder all around Vancouver too - Washington is a way under rated but stunning for beautiful state. Depends on what you want to do. You might not want to go rafting in January, and the November to June period can be rainy, but really all year it is a great place to see and to be.

It depends if you like the snow or the sun!
For skiing, you might want to go January-Feburary time. Lots of snow in the mountains and lots of rain on the mainland.
For surfing/swimming/hiking/etc, July is the best month! Not a lot of rain, tons of sun and beautiful oceans and lakes to swim in.

July-August
the weather's really nice and hot - beaches and patios are packed and there are lots of events / festivals going on: Gay Pride, Chinatown Night Market, BC Day, Symphony of Fire, Sea Fest (if they bring it back) and the PNE (big fair towards end of August)
worst time IMHO would be nov thru february.

I went there in March and it was really beautiful. A little rainy but not so cold ( and I live in a desertic, very hot place).

i agree with another answer. there's lots of things to do year round. i, however, recommend the summer. it gets pretty cold at wreck beach in the winter.
