yes - there are lots of options. You can get a headphone amp, which is like a walkman, that has a ton of cool sounds for pretty cheap.

Also, if you have a PC you can get instructional programs that have interfaces for running through your computer.

You really should run it electrically in someway though - playing it unplugged will kinda force you in to picking and strumming too hard.

You can learn how to play guitar with an electric guitar, but your question "Is is possible to learn the electric guitar without amps" is an oxymoron. How could you possibly learn how to play an electric guitar, unless you do amplify it, whether through an amp or headphones?

Absolutely. A guitar is a guitar. You can get the gist of it without using an amp or even with an acoustic. Believe it or not, you may even learn the basics better WITHOUT an amp. Amps have a funny way of making you sound better than what you are...at least to yourself.

It's actually louder than you might think without an amp.

I have heard a rumor that Alvin Lee, of Ten Years After, used to sneak a guitar neckboard into his classes so he could practice the notes and chords, so I have to say yes, you can learn SOMETHING without the use of amps

How long it takes to learn guitar depends on how good you want to get and how much practice you put in. How good you can get with 1-2 hours a day for a few months depends on what methods you use to practice. There are effective practice methods that will help you make the best use of your time. This course is one of the best. https://bitly.im/aMD6r It's not just about how much you play but how effectively you play that will determine how good you will get.
