The foreskin slides up and down as you wish. In the USA circumcised is most common, but the number of circumcisions on newborns is going down; as low as 14% in some states. In Europe, Latin America, and Asia, almost all are uncircumcised. Jews and Muslims almost universally practice circumcision.

All males are born with a foreskin protecting the tip of their penis; that is the natural way for a penis to be. Some unfortunately have the foreskin removed when they are newborns; that is called a circumcision but is really genital mutilation. Those who retain this valuable body part are called whole, intact, natural, or uncircumcised.
