I recently fried the ram on my last computer and now it is unusable. So would it be safe for me to take the hard drive on my old computer and recover the files on my other computer?

Yes, but connect it as a slave drive, if you try to boot the OS from that drive, unless the machines were nearly identical, you will need to install a bunch of new drivers etc.

Probably is safe. Depends on whether the RAM fried from the failure due to lightning strikes, or a PSU failure... if so, then the drive might be fried, also!

Worth a try. Check the drive jumpers to make sure they are different than the master drive on the IDE cable.
Make sure the computer is off, and unplugged.

You'll probably need to set up the BIOS to recognize the new drive. I see new boards with processors, fans, starting at $49 at http://pricewatch.com along with new memory there, too. Make sure they are the right kind of RAM.

Sounds like a plan. But, you will be better off buying an external hard drive enclosure and connect it to your other computer via a USB port. It will save you the trouble of opening up your other computer and installing the old hard drive. External hard drive enclosures are fairly cheap; you can get a decent one for $35.00

Yes.

You can mount the hard drive inside the computer (paying attention to the cables and jumper settings)... but it might make sense to put it in an external USB or FireWire housing so you can plug in the drive without messing with your good computer's setup.
