Constitute =
In what ways did Japan "make up a formal" force against imperialism (that would be the imperialism of the United States perhaps).

Propagating =
In what ways was Japan a force "spreading outward, or multiplying" imperialism (that would be the imperialism of Japan)

"constitute" means "form, compose, represent"

"propagate" means "spread"

Basically, how did Japan act against imperialism; and how did Japan spread imperialism?
