Note: I live in Missouri and once they have been established they can survive the winters here.
Also they are not to be confused with the Rose of Sharon which is closely related to the Hibiscus, as is the Holly Hock.

Hibiscus are drought tender and frost tender and prefer a

position in a sunny location

in a rich, moist soil protected from strong winds. In warmer areas, hibiscus appreciate abundant watering and fertilization when newly planted, but requires little care once established. They can be trained into an informal hedge with hand pruners, pinching the tips of developing branches in spring and mid-summer. Since plants flower on new growth, this type of pruning will increase flower production. Untimely pruning often removes flower buds. From April through September, small monthly applications of a complete fertilizer are beneficial. Container-grown plants will require more frequent applications. To bloom and grow profusely, hibiscus must have sufficient water. Water thoroughly, but not too frequently. To keep mature plants growing vigorously, prune out about 1/3 of the old wood in spring.

hibiscus perennials bloom during summer time.Tropical Hibiscus are usually grown in greenhouses,so them you can put outside as soon as the temperature is above 40 F.They both like plenty of sunshine,and like fertilizer at least once a week.You can use miracle grow 20-20-20,that you mix up,or a bloom booster.If you live in a cold climate,take your tropical hibiscus inside in the winter.It can drop all its leaves,but will put out new ones with proper care.The tropical blooms all summer.The periannial bloom mid summer.

It depends if you have a hardy one , either way they love warm weather, plenty of sunlight, water and fertilizer.
